PCAL will normally be accessed using a freephone number 0800-991-234. It is a facility staffed by tele-agents to take and make calls from / to customers wishing to make an enquiry about Pension Credit or to make a new application for Pension Credit .
Processes performed by PCAL include:

Arranging and making callbacks to complete an application
Making referrals to local services
Signposting to Benefits, Credits, Helplines and other organisations
Recording and forwarding all complaints and compliments
