Comment: | The Blue Badge Scheme gives parking concessions to severely disabled or blind people and their drivers. Badges are given to any person aged two years or over who either receives the higher rate mobility component of Disability Living Allowance, is blind, uses a vehicle supplied by a government dept, gets a grant towards a vehicle of their own or has a permanent disability which makes walking impossible or very difficult. Badges, valid for a three year period, allow concessions in parking, and Severn Bridge Tolls, but not a right to park anywhere.
